Along the coast of Tokyo Bay, a series of mysterious acts of vandalism targeting Labors continues to occur. Detectives Kusumi and Hata of the Jonan Police Station take on the investigation, but the case proves difficult to crack.
Meanwhile, Hata meets Saeko, a university professor. As he spends more time with her, he gradually finds himself falling in love.
During the investigation, Kusumi and Hata encounter a terrifying "monster" at a floating storage base in the bay - a creature that kills and devours humans one after another. Could this "monster" be the culprit behind the Labor attacks? The truth uncovered from the fragments of flesh left behind by the creature drastically changes the course of the case.
Soon, the situation escalates to involve the Tokyo Metropolitan Police Department, the Defense Agency, and even Special Vehicles Unit Section 2. At the same time, a side of Saeko that Hata has never known begins to surface. A shocking truth is revealed, and the secret maneuvers of the Self-Defense Forces cast a long shadow.
As conflicting motives intertwine, the "monster" once again appears in Tokyo Bay. To bring this tragic battle to an end, Ingram rises to the challenge...!
