In the midst of the mundane daily life in a residential area in Satama, news comes in that "a woman who escaped from prison may be on her way there". Akira Marukawa (Yoshihiko Inohara), the head of the neighborhood association, proposes that all the residents stand guard to keep the town safe. Akira's idea gets flips the town upside down.
